This chapter will describe how different nations studied by the STEP Board are addressing their innovation challenge. They are implementing ambitious, farsighted, and well-financed strategies to achieve that end. Virtually every important trading partner has declared innovation to be central to increasing productivity, economic growth, and living standards. Now the rest of the world is racing to catch up. America’s innovation system has long been the envy of the world.
